On May 7, 2013 a conference was held in London hosted by UK Prime Minister David Cameron and Somali President Hassan Sheikh Mohamud. The purpose of the conference was to express and display support for the new Somali government and to fundraise for the reconstruction of the war torn country. Somalia is now poised at the forefront of a tremendous opportunity and the biggest challenge it faces is “to get it right”. Now blessed with the necessary resources to begin the rebuilding process, the focus needs to shift to creating an environment in which success will result. Somalia is fortunate to have incredibly talented people who can make this happen but only if they come together to work for the common good. Corruption as well as partisan selfishness and bickering, must be overcome to unite our country and rebuild this struggling nation into its rightful place in the international community.

Political: 

It is fully recognized that the challenges Somalia faces at this point are not going to be resolved easily. The country has evolved into its current state over many years and it will take time, compromise and cooperation at many levels for the country to begin to operate as a productive, cohesive entity. It seems imperative that President Hassan Sheikh Mohamud should reach out to the individual state governments and enlist their assistance and cooperation. Heavy handed directives have never worked well. Mr. Mohamud would be well advised to allow all Somalis, through state representation, to “buy into” the rebuilding process. Seeking input, compromising and garnering cooperation will move the process much faster and more effectively than authoritative directives.

Perhaps the first step forward should begin with a “Cooperation Conference”. It always seems that the best place to start is by setting the ground rules and by allowing everyone to be affirmed as “stakeholders” in the outcome. Past differences must be set aside to allow for a new beginning. Working together as a united Somali people will be much more effective for the betterment of the country as a whole. Working cooperatively is the only way Somalia will be able to combat the forces that would keep it from succeeding.

Money donated to Somalia:

Millions of dollars have been donated to Somalia to rebuild the infrastructure of country. The primary objective of the Government should be to make absolutely certain that the funds received be used for the purpose intended. Past history has shown that corruption always has been and may continue to be alive and well. Somalia cannot squander this opportunity through lack of vigilance and transparency. The Government must work together with the States to manage and safeguard these assets to insure their proper use and distribution. Every dollar received should be accounted for and full transparency of the manner spent should be open to scrutiny.

As part of the Cooperation Conference, President Hassan Sheikh Mohamud should enlist the input of the leaders of the member States for their ideas on a plan for how to assure fair and defensible distribution of the money received could be used to stabilize the country. Naturally there will be many different viewpoints but this is exactly the manner in which conflict resolution begins. Participation in the distribution of the proceeds will come to those who contribute and cooperate. Everyone in Somalia must come together to solve the problems. Participants will have a choice to be part of the problem or part of the solution.

On a more specific level the money should be used in each state to be build infrastructure such as schools, hospitals, police and security forces, city infrastructure such as Sewer, clean water, roads, and other basic human necessities.. Providing solutions to basic necessities will unburden the people and allow for more broad-based and innovative thinking. The President is strongly advised to think outside of the box and in doing so he will offer an excellent example to the people of Somalia to become creative in their thinking as well.

It is imperative that individual States maintain a certain level of autonomy. Each state should be allowed to receive, manage and determine appropriate distribution of funding to rebuild its own infrastructure. It is understood that the States will also be held accountable for full transparency of the funds distributed and further participation in distributed funds will be directly related to the previous use of funds and the proper accounting of those funds.

Security:

Security challenges may prove to be the main problem to solve problems in Somalia. Strong consideration should be given to a National Guard type force comprised of members of all of the clans. Security forces should be paid fairly and trained appropriately to protect, defend, and serve the greater common good. City police, state police, and federal police should also be developed and trained from the best available members of all the different clans. Funding participation for security enhancements on the State level should be transparent and detailed accounting should be mandatory for continued participation. Therefore, in order to gain the prober security, security forces should be recognized by their performance. The federal government should also support state government forces such as Puntland, Jubaland state, Makhir state, Khatumo state, Owdal state, and etc. The money from this London conference should be used to empower these state forces that are eager to fully implement the federal system. “This will happen when Hassan Sheikh Mohamud accepts that state governments are not exceptional rather necessary for their own benefit”,

Monitoring the money:

There are several reasons why the to be distributed should be monitored closely and controlled judiciously. The International Community needs to be assured that it’s contributions are being spent in accordance with their intentions. The Somali Government must gain the respect of the International Community that it takes its’ responsibilities seriously and is acting in accordance with the intentions associated with the contributions received. Transparency at all levels must be implemented and proper accounting should be timely employed and mandated at all levels. An accountability team should be charged with the responsibility of scrutinizing the money distribution based upon a set of guidelines established at the beginning of the process. The Somali people must gain confidence in the government’s ability to act fairly and properly as well and thus transparency should be provided to the lowest levels.

Advice to the international community:

It is with deep gratitude that we offer our sincere thanks to our benefactors in the international community including but not limited to the United States, United Kingdom, Turkey, and all of the other European countries, and the rest of the world. It is fair and just that these countries learn how their donations have been put to use. The process of rebuilding Somalia should be readily and regularly shared so that all of the “stakeholders” through out the world will have an understanding the progress that is being made. These contributions to Somalia are a test and not just a gift. President Hassan is directly responsible and accountable for all of the money received. It is up to him to demonstrate that he has the best leadership skills for the job and that he will be able to control the government through his management and guidance.

Need real changed:

As Somalia is rebuilt into an active participant in the international community change must happen. It will not happen overnight but plans must be devised to start the process heading to the right direction. Change will happen when we all come together to present and discuss the real issues and work to resolve these issues together. As a human being we all make errors and mistakes, our errors and mistakes should be lessons learned and not repeated. We can make change happen only if we respect and believing in the coming change.

Conclusion:

if the proper steps are taken seriously we will all win together against corruption, civil war, and terrorist threats. Unless we stand together and unite in our efforts we will have a difficult time in succeeding. Cooperation, compromise, planning, proper execution, transparency and full accountability seem to be the best course of action. We must be successful in our management in order to gain the trust and respect of the larger International Community we seek to be on equal standards with.
